Both are great. Kyoto is better for temples, traditional culture, and day trips to Osaka and Nara. Stay in Kyoto 4–7 days and take the Shinkansen to Tokyo.

How do I get from Tokyo to Kyoto?

Shinkansen (bullet train) takes 2h 15m and costs around $130. The Japan Rail Pass pays off if you're also visiting other cities.

Is Kyoto walkable?
